Parrish & Heimbecker’s eight concrete grain silos, planned for leased land at the Picton Terminals site, were going to be built within Quinte Conservation’s required 30m setback from the waterfront. That requires approval.
But the Committee of Adjustment was instructed by the County’s lawyer, Sarah Viau, Acting Director of Development Services, that there was no variance. It instead voted to approve the expansion of activities at Picton Terminals.

There are doubles everywhere in this film: doubled characters, opposites, mirror images, reversals, repetitions. It is a visual puzzle, and once you know what to look for, it’s a lot of fun, like a sinister maze.

How does Picton Terminals' rock quarrying relate to the question of a variance for P & H? Perhaps just in the fact that none of the destruction was allowed to enter the consideration of the question at hand. It was, as they say, the elephant in the room.
